The DoD financial management analyst will assist in overseeing, creating, maintaining, and tracking financial spend plans and contract financial data. The analyst will interact with internal and external government and contractor personnel in order to ensure smooth obligation and execution of program/project funds, as well as to ensure all financial actions comply with relevant policies and directives. The Financial Management Analyst will:
- Provide technical and advisory assistance in processing and/or reviewing Contract Management System (CMS) packages (e.g., acquisition planning record (APR), interagency acquisition planning records (IA APRs), and military interdepartmental purchase requests (MIPRs))
- Serve as the subject matter expert (SME) for required content of CMS packages and Customer-unique regulations, procedures, and systems
- Track the status of acquisition actions through commitment, obligation, and expenditure of funding
- Provide status reports, weekly or at intervals directed by the COR, pertaining to recent funding execution as well as the current status of all APRs and requisitions in CMS
- Track the status of purchase requisitions (PRs) from creation through final accounting
- Provide monthly status reports pertaining to contract and MIPR invoicing and burn rates
- Assist in the maintenance of program/project databases, files and automated data systems (ADPs) for all acquisition actions
- Provide assistance in estimating project schedules, resources, costs and budgets
- Provide administrative support for the routing and tracking of financial/acquisition documentation to leadership and program/project managers
- Utilize Customer Financial Accounting Corporate Tracking System (FACTS) / Enterprise Data Warehouse (EDW) financial database accounts to verify available funding, funding expenditures, and conduct queries
Qualifications:
- Bachelor’s degree in business, finance or contract law, contracts, purchasing, or economics preferred
- Minimum 4-6 years of experience in DoD environment supporting financial/acquisition management requirements
- Training in the Customer Financial Accounting Corporate Tracking System (FACTS) and Enterprise Data Warehouse (EDW) system preferred
- Training and experience using the Customer Contract Management System (CMS), the DIA MIPR Acceptance Logging Tool (MALT) and Customer electronic document storage (EDS), and the ability to provide expert-level support preferred
- Experience in a special access program environment supporting RDT&E and O&M acquisition for rapid, global deployment of systems with various IC and DoD mission partners
- Defense Acquisition Workforce Improvement Act (DAWIA) Financial Management (FM) Certification, Level 1 or 2 (or industry equivalent) preferred
- Acquisition 101 (ACQ 101) preferred
- Working knowledge of DoD Financial Management Regulation (FMR) 7000.14-R and Federal Appropriations Law
